Pull ICE officers back from front-line tactics and require judicial warrants to enter homes and businesses.

Made at his March 2026 confirmation hearing, after Kristi Noem was removed from the post. He said ICE officers would come off the "front lines" and revert to relying on more restrictive judicial warrants before entering a home or private business — a deliberate narrowing of enforcement posture after the deaths of two protesters and sustained criticism in Chicago, Minneapolis and Los Angeles. Reporting in April 2026 found he had begun implementing changes, including scaling back a planned detention site and pausing ICE vehicle-stop arrests after fatal officer-involved shootings in Texas and Maine. Genuinely two-sided from here: Fox News’s own reporting documents real conservative backlash — former Border Patrol Chief Gregory Bovino publicly accused him of "undermining mass deportations," and Trump personally overturned the vehicle-stop pause days after Mullin announced it, with border czar Tom Homan’s backing. The policy direction is real and documented; so is his own administration reversing part of it.

Stop micromanaging DHS contracts and keep the department out of the daily headlines.

DHS’s own confirmation, reported by Reuters, is unambiguous: "Today, the Secretary rescinded the $100,000 contract review memo. This will streamline the contract process." He acted less than a week after being sworn in. The second half is harder to sustain: by July 2026 he was drawing national coverage for threatening local election administration officials with prison time over election policy and for repeating claims that originated as Iranian disinformation. Delivered on the administrative commitment; the lower-profile department he described has not materialised — the opposite, if anything.
