Dramatically shrink the size of the federal workforce.

Exceeded, in fact. The FY2026 budget proposed cutting about 140,000 positions, roughly 6%. GAO’s own analysis found the total civilian workforce across 22 CFO Act agencies declined by nearly 256,000 people (over 11%) from December 2024 to January 2026, and that OPM itself shrank 35% in the same window, with 57% of departing OPM staff having 11 or more years of service — warning of lost institutional capacity. Most exits came through deferred resignation (59% at OPM) rather than layoffs.

Revive Schedule F and make federal employees easier to remove.

A Project 2025 commitment he pledged to act on from day one. OMB and OPM proposed rules in February-March 2026 that would politicize performance ratings, restore forced distribution of scores, limit workers’ ability to challenge ratings, and weight those ratings in future layoffs — while exempting political appointees from the new process. Proposed, not finalized, which is why this is in progress. His own stated goal of leaving federal workers "traumatically affected" has been quoted by critics throughout. Flagging honestly: no source from the reliable conservative-media tier turned up after two rounds of real searching — outlets favorable to the policy have covered it as a policy explainer or defended it, not as the kind of dedicated news story the left-leaning and trade coverage produced.

Use the budget office aggressively to cancel spending Congress has already appropriated.

Acted on repeatedly: $8 billion in energy projects cancelled across 16 states, all of them Democratic-leaning, plus $18 billion in New York City infrastructure funding. GAO has issued multiple specific rulings finding actual Impoundment Control Act violations — including the Department of Transportation withholding EV-charging funds, the Department of Energy delaying school-grant awards, and HHS pausing NIH grants — while separately clearing a DHS reduction-in-force as lawful. Vought has publicly dismissed the findings as "non-events with no consequence." The legal question is unresolved, which is why this is marked in progress rather than completed.
