Negotiate reciprocal trade agreements that lower foreign barriers to American exports.
Real deals, real number: USTR itself counts 9 signed Agreements on Reciprocal Trade plus 9 additional frameworks as of mid-2026, including Japan, South Korea, the EU, Indonesia, Taiwan, and several Latin American and Central Asian countries, alongside dozens of Section 301 investigations. Greer told the House Ways and Means Committee the U.S. goods trade deficit fell 24% in the year after the program began. But the durability question is real: the Supreme Court struck down the broader IEEPA tariffs these deals were negotiated under the shadow of, and in July 2026 the U.S. declined to renew USMCA in its current form after a mandatory joint review, leaving that agreement merely "not terminated" rather than renewed. Deals are being signed at real pace; whether the underlying legal and negotiating leverage holds is unsettled.
