StalledEconomy
Cut the federal deficit to 3% of GDP by the end of the term (the "3-3-3" plan).
Restated under oath before the Senate Finance and House Ways and Means committees in June 2026. CBO’s own February 2026 outlook puts the FY2026 deficit at 5.8% of GDP and projects it will not fall below 5.6% at any point in the next decade; the administration’s own FY2027 budget projects deficits above 5% through 2029. Bessent told the House the figure had already reached 5.5%, which Treasury has not reconciled with CBO. Stalled rather than broken because the deadline has not arrived — but no enacted policy currently produces this outcome.
In progressEconomy
Reach 3% real GDP growth through deregulation and pro-growth policy.
He estimated the economy was running near a 4% annualized rate in February 2026, immediately before the U.S. and Israeli strikes on Iran, and maintained in June 2026 that the 3% target remained within reach for the year despite growth of just 2.1% and 1.5% in the first two quarters. CBO’s own outlook instead projects roughly 2.2% for 2026. Genuinely unresolved rather than delivered.
In progressEnergy & environment
Increase U.S. energy production by the equivalent of 3 million additional barrels of oil per day.
The third leg of the 3-3-3 plan, set out at a Manhattan Institute event before confirmation. EIA’s own data shows U.S. crude production reached a record 13.6 million barrels/day in 2025, up roughly 350,000 b/d from 2024 — real growth, but a small fraction of the 3 million barrel target, with 2026 forecasts (13.5–13.8 million b/d) not closing the gap. The Iran war complicated the picture further: Fox News covered Bessent’s own on-air clash with CNBC over the resulting global oil supply deficit, which he estimated at 10–14 million barrels/day after Iran moved to shut the Strait of Hormuz. This is the leg of the plan furthest from being met.
